HILLCREST ESTATES LANDSCAPE PROGRAM
Hillcrest Estates Landscape Program (HELP) was established in 1998 to provide the financial means for the preservation of our five entrances and the 1.2 miles of perimeter grass area surrounding our neighborhood. After all the lots were sold, the developer of the subdivision stopped their maintenance of those areas. The lack of maintenance quickly became evident.
We established HELP to keep our entrances and perimeter from becoming an embarrassment for all homeowners, and most importantly, to keep our housing market in this subdivision healthy. If our entrances and perimeter are in shambles, every homeowner will suffer financially when it comes time to sell their home. If HELP did not exist, we would be dependent on the city to mow once or twice a month. We have it mowed and edged weekly in season. And there would be no maintenance of the beds and plants at the entrances.
We are not a homeowners association. When HELP was organized and our by-laws were voted on, it was determined that the only responsibility we were taking on was perimeter and entrance maintenance. We did not assume responsibility for enforcing deed restrictions or city ordinances.
During our eight years of existence, HELP has accomplished the following:
Obtained landscape easements for several entrances.
Installed sprinkler systems at Becca and Fenwick entrances.
The city now maintains these systems at all five entrances.
Dug beds and installed plantings at Mallory, Becca & Fenwick.
Employed a contractor to handle maintenance.
Your membership fee of $60 per year is a bargain. Most of the subdivisions around us have annual fees of between $125 and $300 or more.
